I was just asked by Kei for a Kitty Mouth, which, if I'm not mistaken, is a Halloween item.

I don't think that limited-time items like the Halloween items should be able to be asked for by the NPCs as objectives for quests. This seems like it could get very unfair, very fast, especially as (using the Halloween example) a newbie getting a quest for a Halloween item in, say, September would be very unfair, near impossible, as all the Halloween items would be at exorbitant prices.
