Are quest items supposed to be hard to get?

The items I need are rarely sold in the marketplace and I don’t know how else I’m supposed to get them. Do I really have to wait until the shops restock and hope they stock the item? Because that sounds really boring. Do I just buy a ton of items and hope one of them will be used for quests? What’s the strategy? I use item search and the items are never in the shops or the marketplace.

My strategy was never to try to complete ALL the hourlies every hour.
It takes awhile to gain enough shards and enough items acquired from completing quests to build up a stock of items to use for other quests and even now I still don't always have what I need. That's okay. There's nothing wrong with not completing everything 100%
It's fine to turn down hourlies so I usually do. I also tend to focus on one character at a time. Like, I'll just focus on doing Piper's quests for example. If I have what the other's need, great! If not, I'll decline that hour's quest and I'll spend some time hunting down just that one item for Piper. I found that a lot less frustrating.
It'll probably take a couple months for you to get to a point where you don't feel like you're always running to the shops. But also, some of the players better at tracking stuff will probably pop in with suggestions for which quests are easier or more profitable to complete. There's probably a guide somewhere... I play pretty casually so a slow pace didn't bother me. Took me....ehh....couple months to get to where I didn't feel like I always had to run to the shops for something and I started to have a handle on what I needed and what quests would give me items useful in other quests.
The Marketplace is probably not a great place to look for Quest items most of the time. (Depends on the item and the quest) It's stocked by users and people tend to stock materials and crafting components that sell well, rarer items, or whatever they think will sell. Keeping all the quest items stocked for everyone would be pretty hard.

It depends on the quest!
But yes! The most basic way to get items is to wait for them to stock in the NPC shops. In some stores, this only takes a few restocks; in other stores it can take longer, depending on how big the shop's stock is. For example, Robin only has 2 rare items, so it's very easy to grab those. But Piper has a TON of rares, so rare toys can take a lot of perseverance to find.
This isn't the only way of getting items, but it is the main way to get specific items.
Questing is DEFINITELY tough at first. There's patterns to it -- some items get asked for a lot (like cleaning supplies), and some quests have specific pools of items that they ask for, so folks who've been at it for a while know which items to watch for in the shops -- and which quest rewards are going to be worth it. I also definitely had to be picky about quests when I was starting out.
some small alternatives to shop stalking:
> just don't do quests that are too hard. Like magpie said, it doesn't hurt anything to decline after you accept a quest (Also, Daily quests give you a point of reputation as well, and many of those give you discounted common items, so you'll still be building stuff in the background even if you dont do a whole bunch of hourlies)
> you can use kith activities to send your kith out for an item once per day, and they'll drop the item in your inventory after site rollover! (under Kith > Kith Allies in the menu, your kith has a dropdown menu with options of different things you can ask them to do every day!) This does mean your kith wouldn't be able to gather shards that day, which often isn't worth it, but if there's a particular item you're struggling to get, or something that you don't have a high enough level to buy yet, your kith can skip all that and buy it for you

Plenty of folks are willing to sell stuff, but find it's not worth it to stick on the MP if there's not an established market for it -- because the site is still small, it's hard to know what's going to sell and what's not. So if you make a thread on the Marketplace forum asking for what you need, someone may be able to sell it to you!

This one isn't a guarantee, but there are absolutely folks on site who will go around checking wishlists (especially if you show up on the "Users Online" page) and try to grant as many wishes as they can. One tip I have for watching the shops restock is to multitask while you're doing it. When I was starting out, I'd play the minigames between restocks so that I could do something and earn money. Or sometimes I'd just watch Youtube videos while waiting instead.
After a certain point, like people above have said, it'll be easier to work out if a quest is worth waiting for, if it'll take a long time to get the item, or you might just end up with a stockpile of the item already from other quests.

I'll also add quickly in case it is causing some confusion-
Some items are actually not sold in stores, but crafted, so they won't show a shop in item search- cooked foods and clothes are like this, since they are well, cooked and tailored respectively. Big agree with the already stated decline quests that are too hard- when new I actually find the crafting quests a bit harder so those often get declined. A couple of exceptions for hope though-
Tea and coffee are good to invest in early- a few quests give good shards for tea, and coffee tends to get beans right back for more quests in the future.
Salads like spinach and mixed green are also good investments for a few quests.
But yeah, most of what everyone else said is what I go for- don't hesitate to decline, and dailies are really helpful!

ALSO. just in case:
Some quests might ask for items from other remnants you don't have unlocked yet. It's a pain but I'd just decline those until you do have the remnants unlocked.
If it's cooking/tailoring items you need that you can't seem to find a pattern/recipe for, your cooking/tailoring level is probably too low. There are threads where people with higher levels will cook/tailor stuff for you!
Some quests might ask for items from other remnants you don't have unlocked yet. It's a pain but I'd just decline those until you do have the remnants unlocked.

[@Ruevian] In theory those quests should have a prereq where you have to have those remnants unlocked in order to receive that version of the quest- so if anyone notices anything like that please report it so we can make sure those prereqs are properly in place!

Oh, is pretty bummer when you lurk the restock and the item you need NEVER appears... only to appear when you finally decided to decline the quest XD
As the people before said, reject quests, at least, if you are planning to play for more than an hour, specially, is the clock is XX:50 or so, and you have not the items
For example I rejected a Jay quest that asked me a soap bar, a mop and a cloth drop wich I don't own, but the next one asked me for a broom and a screwdriver wich I actually owned already.
For me personally, I usually do the quest that rewards shards, so I finally ended memorizing the usual items they ask for.
I reject the quest that ask me for tailoring clothes because it takes a lot of items I don't but that often (the pattern, the dye, the materials...) and accept the vast majority of the food ones because I buy ingredients usually.
I tend to buy in bulk if I see a items frequently used, I see a garlic, I buy like 4, I see a peach, I buy all the three... etc.
For you, person who is starting, I reccomend to complete the daily quests, very cheap items that are usually requested for quests and the read/play/eat and item, those should help you to build you own stock.
And, last but not least... use you wishlist ;)
ONE THING MORE!
Go to the kith page, and make your kith buy the item you want!
Pretty useful, but it can hurt your pocket, so combine it with the get chard kith activity if you are low in shards
