While there's no absolute guarantee, I don't see a reason they wouldn't comeback next year. Also, now that we have the MP up, you'll probably be able to grab some post Halloween too. So yeah, don't worry about it, as I know there's no items to be perminatly retired other than those pulled for gameplay reasons (example, the compass/scanner/etc now replaced with secrets)

Or some of the other things which appear at first glance to be permanently retired?

Oh, hmm. Actually, those might just be one time events, but also they were held with the idea of being a one time thing. Unlike Halloweave, which happens every year. So I don't know for sure, the gods above me will have more knowledge about that. But I'm gonna assume no, that those are simply part of being here when it happened, like the kickstarter outfits were for those who helped the kickstarter.
