You can go back and forth using the Edit button on your Kith's page! My Blepper has hit stage 2, but I'm keeping them at stage 1 for now! <3

Definitely! It also makes it easier for people like me, who have art of their Kith and don't want the Kith to change afterwards. :P

This is also true for premium stages! If you unlock a Heroic stage for your Kith, for example, you can switch anytime between the default stages and the Heroic one!

However, the same cannot be said for colors. Once you change your Kith's color, if you want to change it back you'll have to use another Tattertint.
