Hey guys I'm new, and I'm trying to complete the exploring the Enchanted Forest Quest, but I'm not a high enough level to make most of the stuff. Please help, this is part 2/3 of my requests.

Snowy Scarf is actually a level 1 pattern (since it only requires 3 Cotton, a level 1 material), so you should already be able to find the stuff and craft it!

I have one that I can sell for 2,200 shards, though, if you're still looking to buy one!
