As far as I know (....which is not much) levels refer to crafting/creating skills (Cooking and Tailoring) and you can see those on the progress bar at the top of each crafting page.
Your craft skill level doesn't limit what you can make. Currently, it only effects what crafting supplies show up in the shops. (So, if you want to make a dress that requires, say, silk, you're going to have a hard time finding silk in the shops until you hit the appropriate level. But if you buy silk from someone in the Marketplace, you can craft the item!)
Your Kith will also level up. When his/her/its various attributes all hit an increment of 100 (so, 100, 200, 300, 400) they'll advance to the next stage in their growth.

Yep miteby has it right! Also, like materials, recipes stock depending on cooking level- they will stock in the general store recipe tab with Jay or in greenhouse gardens with Robin- they are meant to sort of increase in difficulty/types of kitchen equipment as you level!
(Also this seems like the type of thread that might be good for user Q&A since it is a question about the site, or at least the level part of it :) )
