Side note, just got Iris to devoted and she tossed me tattertint quest right away... requiring four red tints. Iris where do you expect me to get the basic tints...

Has anyone seen a quest that pays out a basic Tattertint yet?

It's the Colour Wonder quest, the same one that pays out uncommon clothing items. It has a very rare drop rate for a basic tint instead. We're talking about in it the Iris Quests announcement thread.

Just completed a quest for Iris who gave me the last missing item I needed for Piper's quest, who then gave me the item Kei was asking for. I love it when quests chain :>
